Domestic Software Manufacturers Dissatisfied With Government's Foreign Procurement

Companies like Kingsoft and Redflag Linux are upset over the Beijing government's recent software acquisition negotiations with Microsoft.
These Chinese companies believe the municipal government did not initiate a transparent process and they plan to submit a statement to the State Council.
They say Beijing government's behavior is illegal because the government had neglected the Procurement Law of China, which requires Chinese products to be the first choice in the procurement process. According to the law, the government is only allowed to choose foreign products when there is a lack of Chinese products or the latter are shown to be unqualified.
