Upgrade Causes Phone Failure In Shanghai

A telecom failure near Huangxing Road in Shanghai's Yangpu District around 9:30 last night has caused problems for many Shanghai fixed-line phone users.
The Shanghai Telecom Department issued a notice last night saying that because of system upgrades and maintenance, telephone numbers prefixed with 5505-5510, 5512, 5513 and 5550 will not be operational until the changes are made.
Already most phones are again operational, but workers are still trying to fix the problem and they are expecting full operations for all users by the end of today.
