According to the Beijing Communications Management Bureau, the Ministry of Information Industry has issued a notice asking real estate developers to be responsible for the telecommunications facilities construction at their construction sites and to provide equal access and utility conditions for each of the telecom operators.
The notice states that no real estate developer shall be allowed to sign a monopolized exclusive agreement with a particular telecom operator in order to limit the access of other telecom operators.
This means that consumers and residents of the complexes can now decide by themselves which telecom operator's service to use.
