Shanghai Unicom has launched a one-way charging service called the "Endless Answering Phone" package for its Ruyitong Dazhong card users.
Users only need to pay a monthly fee of CNY6 before they can answer all in-coming calls for free. Previously, consumers who answered calls were charged for all calls they answered.
Shanghai Mobile offered a similar service two years ago, but it was later interrupted by the telecom management department for breaking some internal rules.
However, a representative from the Shanghai Communication Management Bureau said that Shanghai Unicom's new offer does not infringe any rules under the new telecom cost management system that was implemented a few months ago.
