China Mobile Requires Double Refund For Overcharging

China Mobile (CHA) has issued a circular to each of its branches and service providers (SPs), asking them to double refund consumers for any overcharging of mobile services.
However, China Mobile has not included MMS and WAP into the list of items available to receive this refund. A China Mobile representative that these two were left of the list because of problems associated with the current billing systems for the respective service.
Under China Mobile's new circular, SPs who charge extra fee' from consumers as a result of a system error or can not provide evidence that the consumer has ordered its service must double refund the consumer.
According to China Mobile's requirement, each mobile company and SP should follow the procedure of "confirmation, refund and settlement" and refund consumers through recharging their account, with cash refunds only when necessary.
