Du Yuejin, an engineer from China's National Computer Network Emergency Response Coordination Center, says work is underway to fight hackers.
Du says that departments from the Informationization Office of the State Council, Ministry of Public Security, Ministry of Information Industry, Chinese Academy of Sciences, CNCERT/CC and Network and Information Security Work Commission of Internet Society of China have jointly issued a proposal to fight against hacking and illegal computer intrusions.
In their proposal, the government departments suggest setting up a network security work commission to collect data about hackers and in the meantime arrange a network security work team to coordinate the work between different departments in formulating relevant regulations.
Du said that there was a "black industry chain" behind hacker attacks and it was this chain that stimulated hacker attacks. CNCERT/CC estimates that the black industry chain boasts a total production value of more than CNY238 million while it caused over CNY7.6 billion in losses each year.
According to Du, hackers make money through hacker training, information theft, false advertising, spam, fraud and phishing.
