Taobao's Alipay Will Charge Fees

Taobao.com has published a detailed guide for how the auction website plans to charge fees for Alipay users, starting April 2, 2007.
Gong Meng, public relations manager at Alipay, has told local media that they will mainly charge fees from the external users of Taobao.com and Alibaba, but those users who have registered with both websites don't have to pay any fee.
Taobao's fee collection rule states that Taobao will collect no more than 1.5% of the total transaction sum from Alipay's users and will charge 3% of the total transaction fee from non-registered users. Statistics show that there are more than 300,000 businesses that have used Alipay as a payment tool, but they were not necessarily either Taobao's or Alibaba's registered users.
Alipay is an online payment tool launched by Taobao.com.
