Wen Ku, director of the Science and Technology Division of China's Ministry of Information Industry, has told local media that MII is considering pushing forward one-way charging in telecom package services and it will ask telecom operators to adopt the one-way charging in their new package services very soon.
MII and China's National Development and Reform Commission had previously declared that they would not approve any charging measures that are based on two-way charging, though the telecom operators could continue developing more users for their existing double-way charging.
China Mobile and China Unicom have each begun the one-way charging standard in Guangdong Province. However, some consumers are complaining that the one-way charging that is usually presented in package form is a bit too complicated. Guangdong Mobile said that they would work to simplify the cost structure to facilitate users' choices.
