MII Unifies Mobile Phone Data Format

Chinese mobile phone users will be able to backup or re-save their address list with the unification of the mobile phone data format and exchange file format unveiled by China's Ministry of Information Industry.
MII said on March 15, 2008 that it had completed two industry standards on mobile phone data format and exchange file formats and had them formally released on March 12. MII said that mobile phones need to be glued with a green Universal Data Exchange tag before the telephone directories can be transmitted between them, and they need a yellow UDX tag to be affixed to them before the telephone directory are transmitted between them and a computer.
Statistics show that by January 31, 2008, there had been more than 550 million mobile phone users in China. At present, Chinese mobile phone users replace about 100 million mobile phones each year.

I accept the fact those china comes with many features and well made, buttttt what a pity I have bought a few it doesn't stays long with me coz it doesn't come with a phone suite which I could link to my pc. I have so far 3 china made not functioning.
I said "what a pity"
i have A8+ Mobile made by China i want to format or flash it how is posible plesae help me its not working properly and restarting again n again.
my china cell have a good features with phone TV but from some days its being hang again n again, so i have to get off the battery and re start it. and mp3 can be download from it but no video file / mp4 file can be transfer.
now i need a software for format it.
please advise.
