China Mobile has issued the second-stage construction plan for the TD-SCDMA network to the Ministry of Industry and Information Technology.
The second-stage construction plan will cover provincial capital cities around China. There are two possibilities about the construction range of the new TD-SCDMA network: one is that it will cover the 38 major cities in China; the other is that it will cover mainly capital cities and a few cities specifically designated in the national plan, and the total cities will be not more than 30.
In accordance with procedures, the second-stage construction plan for TD-SCDMA should be confirmed by the National Development and Reform Commission and the Ministry of Industry and Information Technology. They will decide the overall scale of the TD-SCDMA network and the scale in every city, and this decision should be rendered in the coming weeks.

I thought China Mobile is the one responsible for TD-SCDMA, not Chine Telecom?
Yes, thank you for the important clarification on the new changes afoot between China Telecom and China Mobile. The change has been noted — many thanks for your vigilance!
