Guangdong Bets Big on Industrial AI as Tencent Recruits 28-Year-Old Ex-OpenAI Scientist to Lead Compute Surge

Guangdong province is intensifying its push to lead China's artificial intelligence development, partnering with tech giant Tencent Holdings Ltd. to embed advanced AI models directly into industrial manufacturing lines across the country's largest provincial economy.

On Oct. 8, the first workday following the National Day holiday, Guangdong Party Secretary Huang Kunming visited Tencent’s headquarters in Shenzhen for an inspection. During the executive symposium, Tencent Chairman and Chief Executive Officer Pony Ma sat alongside 28-year-old Shunyu Yao, the company’s Chief AI Scientist, signaling a joint commitment between provincial leadership and the technology major to accelerate AI deployment.

Guangdong has designated artificial intelligence as a core priority for its upcoming 15th Five-Year Plan and long-term economic strategy. In 2025, the province’s core AI industry scale exceeded 300 billion yuan ($42 billion), accounting for approximately one-quarter of China's national total. Provincial officials are now focused on leveraging Guangdong’s massive manufacturing ecosystem as a real-world testing ground, moving algorithms from research labs into active production environments following a provincial advanced manufacturing conference on Oct. 9.

To support this industrial transition, Guangdong is relying on Tencent to expand local computing infrastructure and develop both general and industry-specific large language models. The mandate coincides with an aggressive capital spending drive by Shenzhen-based Tencent. In the second quarter of 2026, the company reported a 176 percent year-over-year jump in capital expenditure to 52.8 billion yuan ($7.4 billion), allocating the vast majority of funds toward AI compute clusters and data center buildouts.

The spending surge follows candid remarks by Ma at Tencent’s May 2026 shareholder meeting, where he acknowledged the company needed to accelerate its AI momentum. To lead the technical turnaround, Tencent recruited Yao in late 2025 as Chief AI Scientist within the CEO Office, also appointing him to head the company's AI Infrastructure and Large Language Model departments.

Yao, born in 1998, graduated from Tsinghua University's elite Yao Class before earning a doctorate from Princeton University in 2024. He previously worked at OpenAI, contributing to research projects including Operator and DeepResearch. Under Yao’s leadership, Tencent launched its Hunyuan Hy3 model, which saw first-week API call volume increase by more than 68 times, alongside AI-powered enterprise applications WorkBuddy and CodeBuddy.

For 2026, Tencent is pivoting from infrastructure investment to commercialization, aiming to generate sustainable revenue by integrating its AI software into factories, retail operations, and medical facilities throughout Guangdong's industrial base.
