The commercial authority of China's second-most populous province has contracted state-backed tech conglomerate Inspur Group to track, analyze, and forecast all online consumer spending across its 16 prefecture-level cities throughout 2027.

The Shandong Provincial Department of Commerce awarded the 895,000 yuan ($125,000) e-commerce big data contract to Inspur Zhuoshu Big Data Industry Development Co., Ltd. following a competitive bidding process, according to public procurement filings released Tuesday.

Under the 12-month agreement running from Jan. 1 to Dec. 31, 2027, Inspur will establish a comprehensive data-ingestion pipeline capturing web retail transactions across coastal hubs like Qingdao and industrial centers like Zibo and Jinan. The service requires Inspur to generate monthly consumer behavior reports, execute predictive sales forecasting, monitor shopping-festival metrics during major commercial holidays, and maintain live data-dispatch applications for provincial regulators.

The deal highlights how Chinese municipal and provincial authorities are deploying corporate data infrastructure to continuously audit local market dynamics and steer consumption policy. By tracking granular merchant sales, product flows, and spending trends down to individual municipalities, provincial officials gain real-time visibility into local economic activity.

Inspur Zhuoshu, headquartered in Wuxi's Xuelang Town Data Innovation Center, secured the winning bid with an evaluation score of 86.35 points out of 100. It defeated three local competitors, including Shandong Putian Xunjie Technology Information Co. and Shandong Xutian Information Technology Co., both of which lost due to lower technical evaluation scores and uncompetitive pricing.

The contract comes as provincial commerce departments across China face increasing pressure from central planners to boost domestic consumption, track retail health, and identify market volatility across regional digital supply chains.
