Fujian province is accelerating plans to build a major commercial drone and low-altitude aviation hub directly across the narrow strait from Taiwan, integrating its regional industrial goals into Beijing's national "Air Silk Road" trade framework.
Under its newly issued 15th Five-Year Plan for emerging industries, the coastal provincial government outlined a strategy to establish low-altitude flight testing corridors across its complex mountainous and maritime terrain. The plan focuses on three core pillars: ground infrastructure and flight support, low-altitude equipment and key components, and specialized commercial applications. Fujian aims to expand production of medium and heavy-payload transport drones, industrial inspection drones, aviation-grade power batteries, and low-altitude defense and countermeasure equipment.
The province's strategic location gives its low-altitude buildout distinct military importance. Facing Taiwan across a narrow body of water, Fujian serves as the front-line staging ground for the People's Liberation Army Eastern Theater Command, housing critical airbases, naval installations, and missile positions. The province's efforts to deploy 5G-Advanced networks, satellite communications, and specialized flight-tracking radar for low-altitude coverage create dual-use infrastructure capable of enhancing military surveillance, maritime reconnaissance, and airspace control in the Taiwan Strait.
Fujian's low-altitude ambitions mirror a broader national strategy to develop county-level drone economies under the Air Silk Road initiative. The Eighth Air Silk Road International Cooperation Conference, scheduled to take place in Beijing on September 10, will publish an evaluation ranking 1,000 top county-level Chinese jurisdictions based on airspace availability, economic foundation, infrastructure readiness, and real-world application scenarios.
The national framework aims to drive low-altitude infrastructure investment down to the county level while establishing standardized flight operation models that can be exported along Belt and Road trade routes, linking regional manufacturing bases like Fujian to international commercial and logistics networks.
