The Surat Link to US Fentanyl Crisis: How China's Crackdown Shifted the Global Trade

Surat, India has emerged in the spotlight due to illicit fentanyl production linked to China's chemical ingredient ban. Legally, fentanyl is crucial in modern medicine for pain management and anaesthesia, tightly controlled in the US and India.

In a Gujarat case, Satishkumar Sutaria and Yukta Modi face allegations of forging end-user certificates to obtain chemicals for fentanyl production. The chemicals, routed to a Guatemalan company linked to a Mexican cartel, could yield lethal doses.

Bhavesh Lathia of Raxuter Chemicals in Surat pleaded guilty to distributing precursor chemicals, using mislabeling tactics. Gujarat's prominence in the chemicals trade has attracted illegal sales, prompting concern from industry experts.

China's 2019 controls on fentanyl-related substances forced traffickers to shift to modifying precursor building blocks. The ban on Afghan opium poppy cultivation further intensified demand for synthetics, leading to the emergence of nitazenes.

India and China take different regulatory approaches to precursor control, with India adding designer compounds to its schedule. The introduction of a Voluntary Code of Conduct by the Narcotics Control Bureau aims to enhance monitoring of high-risk unscheduled chemicals.

The Narcotics Control Bureau emphasizes the importance of industry cooperation in detecting chemical diversion. The PREP Portal, part of the Vision Document on Drug Control, aims to track dual-use chemicals in India's supply chains to prevent diversion.

As the global fight against illicit fentanyl intensifies, regulators face the challenge of keeping up with evolving chemical supply chains. India's chemical hubs play a crucial role in this ongoing battle.
