US, China agree on AI incident channel amid push for 'Super Intelligence' dialogue

The U.S. and China have agreed to establish a bilateral communication channel for artificial intelligence incidents, adding a mechanism for direct contact between the two countries as they expand talks on advanced AI.

The agreement was reached during US President Donald Trump's summit with Chinese President Xi Jinping, according to a White House fact sheet issued after their meeting.

The two countries will also establish a US-China Super Intelligence (SI) Dialogue to discuss the risks and benefits of advanced AI. The White House said the two sides had agreed to use the term “Super Intelligence” rather than “AI” for the dialogue.

Their next exchange is expected by November.

Trump had indicated before the summit that “Super Intelligence (SI) will be a big topic of discussion”, while saying he wanted to leave the subject “exactly where it is”.

Xi, meanwhile, stressed the need for human oversight of the technology.

“We have both the capability and responsibility to develop and manage AI for good and ensure that the development of AI is always under human control,” Xi said at the White House.

The incident channel adds a specific crisis-communication element to the broader US-China discussions on AI safety. US Treasury Secretary Scott Bessent had said earlier this week that officials from both countries would discuss communications protocols for AI safety incidents at their next meeting in Shenzhen.

The US had also proposed an AI safety notification mechanism during preparatory talks between Bessent and Chinese Vice Premier He Lifeng, with the proposal covering significant AI incidents and greater transparency.

The latest agreement comes as Washington and Beijing compete over advanced AI capabilities while also discussing ways to manage risks associated with increasingly powerful systems.
