China's Ministry of Information Industry (MII), the Internet Society of China (ISC) and the China Communications Standards Association (CCSA) have jointly launched a nationwide campaign against spam to educate consumers about unsolicited bulk email.

The campaign is called "12321", which is also the anti-spam reporting phone number for MII.

According to ISC, this number is also an abbreviation of the initial numbers of their tasks to be completed during the action: distribute 1 million brochures with anti-spam information; collect the signatures from 200,000 users who have volunteered to resist bulk email; train email service management organizations in 30 provinces, cities and autonomous regions; recruit 20000 volunteers for anti-spam work; and organize intensive training for 1000 email administrators across the country.

ISC's latest study shows that China has made some progress in anti-spam efforts in the first half of this year. The data from ISC shows that from March 2006 to June 2006, junk mail that came into users' inboxes decreased from 63.97% to 61.99%, and the average number of spam they received per week declined by 1.4 emails compared with the same period of last year.
