Former DFAT Australia China Council scholar Andrew Phelan says China is attempting a “divide and conquer” strategy as it increases its presence in the Pacific region. Mr Phelan said China is “not going away” as it signs a security agreement with the Solomon Islands and strengthens its relationship with Kiribati. “They’re going to have some success, and they’re going to have some failures, but it’s game on,” he told Sky News Australia.
