The Ministry of Information Industry has publicly released "Internet Protocol Address Record Management Measures" that was originally reviewed and approved on January 28, 2005.
The measures for the Internet Protocol (IP) addresses will be implemented on March 20, 2005.
The guidelines' 20 clauses give detailed instructions on the application, allocation and management of IP addresses as well as an appendix that states the basic data required for the recording and distribution of IP addresses. This information includes basic information of the company or work unit that rents the IP address, source information of the unit's IP address and user record of that IP address.
Currently China's Internet authorities are trying to get a better grasp of who rents and has access to China's IP addresses. Many outside groups block China's IP addresses because of spam and viruses emanating from China.
