State-backed developer Xihu Yunchuang Group has officially launched the Huguang Yunchuang Quantum Ecological Platform in Hangzhou, establishing a hybrid quantum-artificial intelligence computing rental service designed to accelerate the commercialization of quantum technologies.
Located in the Shanggu Industrial Park in Hangzhou's West Lake District, the platform operates as an on-demand computing hub that bridges academic research, commercial software developers, and industrial end-users. Built in collaboration with quantum technology firm PhotonicBox and local technical partners, the system provides on-demand access to domestic quantum hardware and algorithm libraries to support China's broader transition toward an integrated AI-plus-quantum computing architecture.
Rather than pursuing heavy capital expenditure in proprietary chip fabrication, the platform adopted a light-asset deployment model. According to Xihu Yunchuang Group General Manager Cen Mujun, the facility integrates existing domestic quantum processors with international compilers and software libraries, allowing the platform to dynamically scale services while avoiding high hardware depreciation risks. PhotonicBox founder Gu Chengjian noted that the platform was constructed in under seven months using an iterative framework that deploys functional compute modules as real-world industry demand develops.
The initiative, whose financial terms have yet to be revealed, integrates three specialized sub-platforms focused on quantum computing capacity, quantum security protocols, and project incubation. Early platform users include research teams from Zhejiang Sci-Tech University, led by physics professor Pan Jiaqi, who utilized the system's hybrid quantum-inspired machine learning framework to optimize optoelectronic device parameters and shorten research cycles.
The deployment aligns with national priorities outlined for China's upcoming 15th Five-Year Plan and Zhejiang province's strategic roadmap for emerging future industries. Beyond industrial compute, Xihu Yunchuang Group is positioning the facility as a public infrastructure hub to cultivate specialized quantum talent, secure digital data networks, and support cross-industry applications across robotics, commercial aerospace, and life sciences.
