Changhong Group's president Zhao Yong says the company has been issued a mobile license and will launch handsets during China's National Day holiday.
Zhao said Changhong will make a formal announcement about the license and its impact on Changhong's business next week.
In recent weeks, four other enterprises have been given new permits. Those companies are UTStarcom, Desay Group Company, Shenzhen Zhongtian, and Tianjin Sumsung.
The State Development and Reform Commission requires cautious investment in China's mobile sector in order to become eligible for a license.
