Long recognized as one of China’s primary coastal economic gateways and a pioneering Special Economic Zone, the port city of Xiamen has evolved into a vital node for global maritime shipping and digital logistics infrastructure. The city anchors one of the world’s busiest container ports and commands a dominant cluster of international commodity trading networks, advanced software industrial parks, and cross-border electronic commerce platforms. This concentration of deep-water transport links and enterprise data has turned Xiamen into a strategic testing ground for advanced computing systems designed to automate and secure international supply lines.

This technological migration materialized today when the National AI Application Pilot Verification Base held its inaugural construction milestone conference in the city.

Operating under the administrative mandate of intelligent global chaining, the facility unveiled twenty-two distinct artificial intelligence achievements alongside the debut of two specialized innovation laboratories. Launched in 2025 as the only national-level artificial intelligence pilot incubator dedicated specifically to international logistics resilience and safety, the platform is jointly owned and operated by a consortium of three Fortune Global 500 state conglomerates based in the region, including ITG Holding Group Co. Ltd., Xiamen C&D Group Co. Ltd., and Xiamen Xiangyu Group Corporation.

The newly announced technical portfolio spans five core structural dimensions, including specialized industrial datasets, infrastructure platforms, intelligent toolchains, vertical large language models, and practical field deployments. Principal among the core technical releases is the L1 Smart Chain vertical model, a domain-specific software engine engineered to automate complex routing and documentation calculations across international shipping channels.

To resolve traditional industry friction regarding fragmented tracking protocols and traceability failures, the base successfully compiled a high-quality supply chain data warehouse exceeding 300 terabytes of standardized records conforming to national data security regulations. Concurrently, the center introduced an automated cybersecurity platform designed to execute continuous red-blue team war-gaming against logistics networks, transitioning the sector’s defense apparatus from reactive troubleshooting to predictive threat detection.

To accelerate the transition of these software platforms into commercial operations, the state-backed carrier inaugurated the AI and Supply Chain Scenario Innovation Lab alongside the High-Quality Dataset Joint Laboratory. The latter facility was established in partnership with the National Data Development Research Institute to set a regulatory blueprint for secure industrial data management.

Alongside these launches, the Xiamen municipal government issued an active demand-and-supply allocation list to connect commercial startups directly to municipal transport pipelines. To expand its development footprint, the pilot base finalized long-term strategic agreements with ten prominent external technology enterprises, including iSoftStone Information Technology and Shanghai Steelhome, laying the commercial foundation to scale AI-driven shipping logistics across the broader Asia-Pacific region.
