China Counterattacks Western Quantum Threats With New Open-Source Cryptography Engine

As rapid advancements in quantum computing threaten to render global encryption systems obsolete, Chinese state-owned enterprises and top military-adjacent research institutions launched a coordinated open-source cryptography initiative to build quantum-resistant defense lines for critical infrastructure.

The project, dubbed PQMagic, was officially unveiled Wednesday at the Post-Quantum Cryptography Seminar in Beijing. The coalition was jointly established by Shanghai Jiao Tong University and the Central Enterprise Quantum Talent Innovation Space, a state consortium led by China Telecom under the direction of the State-owned Assets Supervision and Administration Commission.

The platform aims to create domestic, production-ready post-quantum cryptography algorithms to secure energy grids, financial networks, and telecommunications against code-breaking quantum processors.

Zheng Jianhua, an academician with the Chinese Academy of Sciences (CAS), will chair the academic advisory committee overseeing PQMagic. CAS functions directly under China's State Council as the nation's premier scientific institution, operating dozens of national laboratories and universities. While CAS presents itself internationally as a civilian research body, it plays a strategic role in Beijing's Military-Civil Fusion strategy, conducting classified defense research and developing dual-use technologies that feed directly into People's Liberation Army hardware and communications systems.

Quantum processors leverage quantum mechanics to run calculations exponentially faster than classical supercomputers. Experts warn that operational quantum systems will inevitably crack asymmetric encryption standards like RSA and ECC, which currently safeguard nearly all internet traffic, electronic banking, and military data.

The rollout of PQMagic represents Beijing’s answer to Western post-quantum encryption standards finalized by the U.S. National Institute of Standards and Technology (NIST). Following an eight-year global evaluation, NIST published its initial set of post-quantum standards, establishing Module-Lattice-Based Key-Encapsulation Mechanism (FIPS 203) for general web encryption, alongside lattice-based and hash-based digital signature algorithms (FIPS 204 and FIPS 205) to verify identities and software integrity. U.S. agencies and infrastructure operators face government mandates to transition away from legacy systems over the coming decade.

By anchoring PQMagic inside state-owned telecom networks, China aims to accelerate its own transition, bypassing individual enterprise development costs and creating standardized software libraries across state enterprises. Using China Telecom's cloud and testing infrastructure, PQMagic intends to refine algorithm code for immediate deployment in banking, power networks, connected vehicles, and industrial automation.
