Siliguri: Securing the Gateway to India’s Northeast

Union home minister Amit Shah’s visit to Siliguri assumes significance well beyond the inauguration of infrastructure projects of the Sashastra Seema Bal (SSB) or a routine review of border security. Siliguri sits at the intersection of some of India’s most sensitive geographical, military and geopolitical realities. It is close to the borders with Nepal, Bhutan and Bangladesh and provides the principal land link between mainland India and the Northeast. The Home Minister’s present visit, coming after his July 2026 review of border security at the Jhumagachh Border Outpost, indicates that New Delhi is giving sustained attention to the security architecture of North Bengal and the Siliguri Corridor. His current programme includes interaction with SSB personnel, infrastructure projects and a review of border-security arrangements.The importance of Siliguri is best understood through a simple proposition: India’s Northeast cannot be strategically secure unless the Siliguri Corridor is secure, and the Siliguri Corridor cannot be secure unless the entire surrounding border environment is secure.This makes the region different from a conventional border sector. Bangladesh lies to the south, Nepal to the northwest, Bhutan to the north and China lies beyond Bhutan and Nepal. The corridor itself connects the Indian mainland with the eight Northeastern states. Roads, railways, communications networks, energy infrastructure and military logistics converge around this narrow geographical bridge.The popular description of Siliguri as the “Chicken’s Neck” is therefore more than a geographical metaphor. It captures a genuine strategic vulnerability, although the term should not be interpreted to mean that India has no alternative means of sustaining the Northeast. The real challenge is that disruption of this corridor, even temporarily, could impose serious military, economic and political costs.As the ancient strategist Sun Tzu observed, “The line between disorder and order lies in logistics.” For India’s Northeast, that line runs substantially through North Bengal.

The Siliguri corridor: India’s strategic bottleneck

The Siliguri Corridor is a narrow land connection between mainland India and the Northeast. Its geographical configuration makes it one of India’s most consequential strategic spaces. The corridor lies in proximity to Nepal, Bhutan and Bangladesh, while the Darjeeling-Siliguri region provides the gateway towards Sikkim and the wider Northeast.Its significance is multidimensional. For the military, it is a principal route for reinforcement and logistics. For the civilian economy, it is an important road and rail gateway. For national integration, it is the physical link between the rest of India and the Northeastern states. For geopolitics, it sits in a region where India’s interests intersect with those of China, Bangladesh, Nepal and Bhutan.The most serious vulnerability of the Siliguri Corridor is not its narrowness alone. It is concentration. Too much critical infrastructure and too much strategic connectivity converge in a relatively restricted geographical area.Roads, railway lines, fuel and energy infrastructure, telecommunications, military logistics and civilian transportation all depend on the region. This creates the possibility of cascading disruption.An attack on a railway bridge may not destroy the corridor, but it could delay military movement. A cyberattack on logistics systems may not physically damage infrastructure but could create confusion. A protest or civil disturbance could obstruct a critical highway. A terrorist attack could trigger prolonged security restrictions. The danger is therefore systemic.China’s geographical presence in Tibet and its strategic infrastructure development in the region add another layer to the problem. India’s military posture in Sikkim and Arunachal Pradesh depends upon reliable logistics through the region. The corridor is consequently both a national integration artery and a military sustainment artery.The danger, therefore, is not restricted to a conventional military attack. A strategic adversary could attempt to create disruption through sabotage, cyberattacks, terrorism, organised crime, disinformation, social unrest, infrastructure attacks or covert networks. A conventional military contingency could magnify the consequences of any such disruption.The corridor must consequently be viewed as critical national infrastructure. This requires a change in the way security is conceptualised. The objective should not simply be to protect a particular road, railway line or bridge. It should be to ensure that the entire system retains the ability to function even when individual components are attacked or disrupted. Strategic resilience, rather than merely physical protection, must become the central principle.

The India-Bangladesh border: A persistent security challenge

India shares a 4,096.7-kilometre international boundary with Bangladesh, passing through West Bengal, Assam, Meghalaya, Tripura and Mizoram. The Ministry of Home Affairs identifies fencing, floodlighting, roads, Border Out Posts and technological solutions as important components of India’s border management architecture.The Bangladesh border is among India’s most complex frontiers because it combines a very long boundary with dense settlement, agricultural activity, rivers, marshland and considerable human interaction. It is not a conventional military frontier. Families and communities exist on both sides. Trade and social interaction have existed for generations. Rivers frequently constitute the boundary. In several areas, villages and agricultural fields are located close to the international boundary, making complete physical separation difficult. This produces a fundamental contradiction. India needs a secure international border, but it cannot manage the entire frontier as though it were a militarised closed border. The answer has to be intelligent border management.

How much of the border has been fenced?

India has made considerable progress in fencing the Bangladesh border, but the remaining gaps are precisely those that are often the most difficult to secure. As of February 2025, Parliament was informed that 3,232.218 kilometres of the 4,096.7-kilometre India-Bangladesh border had been fenced, leaving 864.482 kilometres unfenced. Of the remaining stretch, 174.514 kilometres was classified as non-feasible for conventional fencing. The government cited land acquisition, objections from Border Guard Bangladesh, limited working seasons, marshy terrain and landslide-prone areas among the difficulties.West Bengal presents an especially important challenge because it contains more than half of India’s Bangladesh boundary. According to government data released in August 2025, of West Bengal’s 2,216.7-kilometre Bangladesh border, 1,647.696 kilometres had been fenced. A further 569.004 kilometres remained to be covered by fencing or other border infrastructure. Of that, 112.780 kilometres was classified as non-feasible and 456.224 kilometres as feasible.The numbers expose an important reality. The issue is no longer simply whether India wants to fence the border. The question is how to secure the portions where fencing is physically, legally or socially difficult. That is where technology becomes critical.

From fencing to smart borders

The government’s current emphasis on a “smart border” represents the correct conceptual evolution. A fence is an obstacle. It is not a surveillance system. A determined infiltrator can attempt to cut, climb or bypass a fence. A river does not recognise a fence at all. Marshes and populated areas create different challenges.The July 2026 visit by the Home Minister to the Jhumagachh BOP illustrated this new approach. He inspected a radio-based fence-breach detection system that alerts personnel when the fence is tampered with. He also reviewed an infrared alarm system intended for difficult terrain, including rivers, streams and fencing gaps, as well as a gate-management system designed to regulate legitimate movement of civilians and farmers. The government has described this architecture as part of a “quadrangular security grid” based on the concept of smart borders.This is an important transition from manpower-intensive border guarding to technology-enabled border dominance. The next generation of the Bangladesh border should increasingly combine physical fencing with electro-optical surveillance, thermal imagers, unattended ground sensors, drones, counter-drone systems, communications networks, artificial intelligence-assisted video analytics and integrated command-and-control systems. The objective should be persistent situational awareness rather than simply periodic patrolling.

The infiltration question

Infiltration remains a significant concern, although statistics must be interpreted carefully. The term “infiltration” covers a variety of activities, and the number of detected attempts cannot be equated with the total number of illegal crossings. Detection statistics tell us about what security forces intercepted, not everything that may have occurred.Government data presented in Parliament showed 977 detected infiltration attempts along the India-Bangladesh border during 2024. Between January and November 2025, 1,104 attempts were detected and 2,556 people were arrested in connection with such cases.These figures demonstrate that illegal cross-border movement remains a significant security-management challenge. But infiltration should not be viewed only through the demographic lens. There is a qualitative difference between an individual crossing illegally in search of employment and an organised network facilitating human trafficking, narcotics, arms, forged documentation or hostile intelligence activity.The security challenge arises when illegal migration intersects with organised criminal infrastructure. A border that permits one type of illegal movement can potentially be exploited by another. This is why border management must focus increasingly on networks rather than merely individuals.The question for security agencies should not end with “Who crossed the border?” It should continue with “Who facilitated the crossing? Where did the person go? What documentation was used? Which transport network was involved? Was there a financial transaction? Is there a larger criminal or extremist network behind the movement?” That requires intelligence fusion.

The three-border security environment

One of the greatest conceptual mistakes would be to examine Siliguri exclusively through the Bangladesh border. The region has three immediate international interfaces. Bangladesh is guarded by the BSF. Nepal and Bhutan are the responsibility of the SSB. The China-facing frontier is primarily the responsibility of the ITBP, supported by the Indian Army.The state police, Intelligence Bureau and other agencies add further layers. The strategic problem is that threats do not respect organisational boundaries. A trafficking network can move through Bangladesh and subsequently exploit Nepal. Narcotics can move through one border while forged documentation is generated elsewhere. An intelligence network may use multiple routes.Therefore, the security architecture around Siliguri must be geographically integrated even though the forces remain institutionally distinct. This is perhaps the most important lesson from the current focus on the region.

The SSB: The quiet strategic force

The Sashastra Seema Bal occupies a unique position in India’s internal-security architecture. The SSB guards the 1,751-kilometre India-Nepal border and the 699-kilometre India-Bhutan border. Its task is particularly complex because both are very different from India’s closed western frontier.The India-Nepal border is open and characterised by deep social, economic and cultural interaction. The challenge is therefore to maintain security without destroying the openness that is central to bilateral relations.The SSB’s role is consequently broader than physical border guarding. Its mandate includes preventing trans-border crime, unauthorised entry and exit, smuggling and other illegal activities, while also building a sense of security among border populations. The SSB’s experience of working with communities in remote areas is particularly valuable. As one SSB publication noted, guarding an open and porous border is more challenging precisely because of the visa free regime and close social and economic relationships between the populations on either side.This makes the SSB fundamentally different from a force simply manning a fence. Its greatest asset is not only manpower. It is human intelligence and community connectivity.

Why the SSB is crucial to the Northeast

The SSB’s importance to the Northeast is therefore much greater than its formal geographical mandate might suggest. The force provides the northern and northeastern security envelope around the Siliguri Corridor through its deployment along the Nepal and Bhutan borders.This becomes especially important because Bhutan itself is strategically located between India and China. Nepal too has increasing geopolitical significance because of its geographical position between India and China. Any deterioration in the security environment along these borders could have indirect implications for the Siliguri Corridor. The SSB must therefore be regarded as one of the principal components of the wider Siliguri security architecture.Its intelligence role is particularly important. A force that can detect a suspicious movement before it reaches the corridor is more valuable than a force that reacts after an incident occurs. The future of SSB operations should therefore be increasingly intelligence-led, technology-enabled and community-centric.

The Bangladesh factor

India’s security relationship with Bangladesh has historically demonstrated the value of bilateral cooperation. Dhaka’s action against anti-India insurgent groups operating from Bangladeshi territory substantially improved India’s security environment in the Northeast. Cooperation between the BSF and Border Guard Bangladesh has also helped address smuggling, trafficking and other trans-border crimes.However, Bangladesh’s internal political transformation since 2024 has introduced uncertainty into the bilateral environment. India must be careful not to allow legitimate security concerns to become an irreversible deterioration of bilateral relations.The June 2026 BSF-BGB Director General-level conference demonstrated that despite political tensions, both sides continue to recognise the necessity of cooperation. The two countries discussed infiltration, smuggling, human trafficking, arms movement, border deaths and infrastructure, while reaffirming intelligence sharing and coordinated patrols. This is important because border security ultimately depends on cooperation across the boundary. A fence can prevent some crossings. Only bilateral cooperation can address the network behind them.

The grid-based border management structure

The India–Bangladesh border is increasingly being managed through a layered grid-based security architecture, rather than relying solely on individual Border Out Posts (BOPs) and physical fencing. At the ground level, the border is divided into manageable areas of responsibility, with BOPs providing the immediate surveillance and response layer. These are supported by sector and higher formation headquarters that integrate information from multiple BOPs, enabling commanders to identify patterns of movement, coordinate patrols and rapidly reinforce vulnerable stretches. The objective is to achieve continuous domination of the border space rather than merely guarding isolated points.Within this grid, physical fencing constitutes the first obstacle, while border roads facilitate patrolling and rapid movement of response teams. Observation towers, electro-optical and infrared cameras, thermal imagers, ground sensors, intrusion-detection systems and drones provide the surveillance layer, particularly during hours of darkness and in areas where conventional fencing is difficult. Riverine stretches require a different configuration involving floating BOPs, boats, sensors and persistent aerial surveillance. Information from these multiple sources should flow into a Grid Control Centre, where it can be fused, analysed and converted into actionable intelligence.The grid should not, however, be confined to the BSF. Its effectiveness depends upon the integration of the BSF, state police, intelligence agencies, district administration, customs, railways and local communities. The BSF provides border domination, while the police deal with the internal-security dimension and intelligence agencies identify networks operating across the border. Local administration and border populations provide another critical layer of human intelligence. When an intrusion alert, suspicious movement or unusual pattern is detected, the system should enable a rapid transition from surveillance to identification, interception and investigation.The essential principle is therefore “detect, identify, track, intercept and analyse.” A breach detected at one BOP should automatically generate a wider alert across the adjoining grid rather than remain an isolated incident. Similarly, information about a suspected trafficker, smuggler or facilitator should be shared across sectors so that the individual or network cannot simply shift to another portion of the border. Such a system transforms border management from a static deployment of personnel into a dynamic, technology-enabled and intelligence led security grid. This approach is particularly important along the India Bangladesh border because its rivers, marshes, densely populated areas and unfenced stretches make complete reliance on a physical barrier neither practical nor sufficient.

The real vulnerability: Gaps between agencies

Perhaps the greatest vulnerability around Siliguri is not a gap in a fence. It is a gap between institutions. The BSF watches Bangladesh. The SSB watches Nepal and Bhutan. The ITBP looks towards China. The Army prepares for conventional contingencies. The state police deals with internal security. The Intelligence Bureau and other agencies gather intelligence. Railways and civil authorities operate critical infrastructure.Every agency has a legitimate mandate. But the adversary does not have to follow those boundaries. The answer is a permanent multi-agency fusion architecture for the Siliguri region. The government’s concept of a quadrangular security grid points in this direction. It should now be institutionalised rather than treated as an episodic coordination mechanism.

Strategic redundancy: The best defence of the corridor

India should also resist the temptation to treat the Siliguri Corridor as a single point that can only be protected through military force. The better strategy is to reduce its vulnerability by creating alternatives. Connectivity through Bangladesh is particularly important.If India can move cargo, fuel, civilian supplies and selected military logistics through multiple routes, the strategic dependence on a single land corridor decrease. Similarly, alternative railway lines, highways, bridges, airlift capacity, fuel storage and communications networks should be developed across North Bengal and the Northeast. This is the principle of redundancy in strategic logistics.A resilient system is not one in which nothing fails. It is one in which the failure of one component does not bring the entire system down. For a military planner, this is familiar logic. Ammunition dumps are dispersed. Command posts have alternatives. Communications have redundancy. Logistics routes require multiple options. The same principle should be applied to the Siliguri Corridor.

Recommendations: From border management to border resilience

India’s first priority should be to complete fencing on every feasible stretch of the Bangladesh border. The 456.224 kilometres identified as feasible in West Bengal should receive particular attention. Land acquisition cannot remain an indefinite administrative process when the land is required for a strategic national-security project.Where conventional fencing is impossible, India should adopt a technology defined border rather than accepting an undefended gap. Riverine areas should receive persistent surveillance through drones, thermal systems, sensors, patrol craft and remotely monitored observation systems.Second, the smart-border architecture should be integrated into a common command-and-control system. Sensors should not merely generate alerts at individual BOPs. Data should flow into sector and frontier-level operations rooms where patterns can be analysed.Third, India should create a dedicated Siliguri Multi-Agency Security Centre bringing together the BSF, SSB, ITBP, Army, state police, intelligence agencies, railway authorities, civil administration and critical-infrastructure agencies.Fourth, intelligence sharing should move from periodic meetings to real-time fusion. Information about suspicious persons, vehicles, financial transactions, trafficking networks, narcotics routes and forged documents should be correlated across agencies.Fifth, the SSB should be strengthened in its intelligence, surveillance and reconnaissance capabilities. Its unique access to border communities should be treated as a strategic intelligence asset.Sixth, India should increase strategic redundancy around the corridor. Roads, railways, bridges, fuel reserves, telecommunications and air connectivity should be planned with contingencies in mind.Seventh, border development should be treated as part of border security. A population that has roads, telecommunications, healthcare, education, markets and employment is more likely to become an active partner in security.Finally, India must maintain structured engagement with Bangladesh, Nepal and Bhutan. Security does not require hostility. Indeed, the most secure frontier is often one where neighbouring state have an institutional interest in preventing criminal and hostile networks from exploiting their territory.

The way forward

The significance of Amit Shah’s Siliguri visit lies ultimately in what it represents. India is beginning to recognise that border security can no longer be reduced to manpower, fencing and patrols. The modern border is a complex technological and human system. The Siliguri Corridor illustrates this transformation better than almost anywhere else in India.The region combines three international borders, a strategically vital land bridge, military logistics, dense civilian activity, critical infrastructure and a rapidly changing geopolitical environment.The Bangladesh border remains vulnerable in portions because approximately 864 kilometres of the overall frontier remained unfenced as of early 2025, while West Bengal had 569 kilometres still requiring fencing or other border infrastructure as of August 2025.Infiltration has not disappeared. Government figures recorded 1,104 detected attempts during January-November 2025, demonstrating that physical and technological barriers have to be supplemented by intelligence and bilateral cooperation. But the answer is not simply more fencing. The answer is a secure ecosystem.The BSF must dominate the Bangladesh frontier. The SSB must secure the Nepal and Bhutan interfaces while strengthening its intelligence and community role. The ITBP and Army must retain the ability to respond to contingencies on the China-facing axis. State police and civil administration must be integrated into the internal-security architecture. Intelligence agencies must fuse information rather than merely distribute inputs.The strategic objective should be clear: no adversary, criminal network or hostile actor should be able to exploit the seam between these organisations.The Siliguri Corridor should therefore be treated as a national strategic asset comparable in importance to other critical infrastructure. Its defence should combine physical protection, technological surveillance, intelligence fusion, community participation and logistical redundancy.The ultimate test is not whether every metre of the border has a fence. It is whether India can guarantee that an incident at one point of the border cannot become a strategic disruption somewhere else. As the British military historian Liddell Hart famously emphasised, “The principle of concentration against weakness” is central to strategy. India’s challenge at Siliguri is almost the reverse: it must ensure that an adversary cannot concentrate against India’s geographical weakness. That requires resilience.The Siliguri Corridor cannot be widened geographically. But India can widen its strategic options. It can build more routes, better intelligence, smarter surveillance, stronger institutions, deeper regional partnerships and greater logistical redundancy. That is the real way to secure the Chicken’s Neck.And that is why the Home Minister’s sustained attention to Siliguri is strategically important—not merely for North Bengal, but for the security, military mobility and national integration of the entire Northeast.
