Industrial War Footing As North Asian Giants Prep Semiconductor Sector?

North Asia's premier economic powerhouses are accelerating their semiconductor dominance through aggressive state deregulation, strategic corporate M&A, and targeted silicon supply-chain investments. In a series of sweeping announcements on Monday, August 10, 2026, government officials and industrial leaders across South Korea and China laid out new tactical blueprints aimed at eliminating bottlenecks in chip manufacturing, design automation, and raw silicon production.

In Seoul, the South Korean presidential office declared a massive push to pass a dedicated "Super Special Zone Act" within the year, cutting through environmental regulations and administrative red tape to fast-track three national priority sectors: semiconductors, artificial intelligence, and data center infrastructure.

Kang Hoon-shik, Chief of Staff to the South Korean President, stated Monday that the special legislation will dramatically compress approval timelines for environmental impact assessments and fast-track the delivery of essential power, water, transport, and residential infrastructure.

Demonstrating the urgency of the initiative, Kang confirmed that the government will relocate military installations in the Hunan region by the second half of 2028. The vacated military airfield land will be immediately repurposed into a primary industrial park for South Korea's expanding semiconductor manufacturing cluster.

Simultaneously, Chinese firms are doubling down on localized chip ecosystem developments, funneling capital into critical electronic design automation (EDA) software and fundamental wafer manufacturing.

Shanghai-based EDA leader Primarius Technologies announced Monday the completion of its Pre-A round investment in Jiangyin Qixin Linghang Semiconductor Co., Ltd. Founded in November 2024, Qixin Linghang specializes in digital integrated circuit EDA tools, semiconductor manufacturing equipment, and chip design services. Primarius Technologies stated the strategic capital injection will accelerate Qixin Linghang's software innovation, addressing key design tools needed to bolster domestic integrated circuit efficiency.

Upstream in the silicon materials supply chain, Zhejiang UniTess Tech Co., Ltd. reinforced its semiconductor footprint on Monday, confirming via investor disclosures that its subsidiary, Haina Semiconductor Co., Ltd., serves as its primary operational vehicle for chip materials. Haina Semiconductor, which is listed on China's National Equities Exchange and Quotations (NEEQ), focuses on the production of 3-to-8-inch single-crystal silicon wafers and related ingots, providing foundational material support for North Asia's broader hardware manufacturing push.
