The contrasting approaches reflect the historical identities of both cities. Shenzhen, which evolved from a Ming Dynasty coastal defense outpost at Dapeng Fortress into China's flagship Special Economic Zone in 1980, continues to prioritize market-driven, venture-backed tech crossovers. Changsha, a historic military gateway famously defended during four major battles in World War II and home to elite defense research institutions like the National University of Defense Technology, relies on its heavy industrial base and state-backed scientific infrastructure.
In Shenzhen, the local quantum drive is pioneering intersections with life sciences. Shenzhen Aisheng Longevity Technology, Shenzhen Aichun Yishou Quantum Technology, and full-stack quantum hardware vendor SpinQ (Liangxuan Technology) signed a framework agreement on September 1, 2026, launching a dedicated project combining quantum computing with longevity science.
Aiming to overcome computational bottlenecks in processing high-dimensional multiomics data and centenarian population cohorts, SpinQ is deploying its quantum algorithms to decode aging mechanisms, build AI models, simulate drug target selection, and accelerate clinical translation.
Changsha, meanwhile, is entrenching its position in industrial quantum components and precision hardware. At the 2026 Hunan Quantum Technology and Industry Integration Matchmaking Conference in the city's Wangcheng District, local authorities unveiled expanded production lines for miniature atomic clocks and technical breakthroughs in optical cavity frequency locking instruments.
Centered in the Daze Lake Sea-Returnee Town, Changsha's three-tier model of research, pilot testing, and commercial transformation integrates quantum technology with smart manufacturing, the Beidou satellite navigation system, and brain-computer interfaces. The initiative is backed by a 20 billion yuan industrial fund matrix and 2 billion yuan in innovation capital.
