China Mandates Construction of National Blockchain Network Under Master Blueprint for 'New Quality' Growth

China's top governing bodies have issued landmark policy guidelines directing the accelerated development of "new quality productive forces," mandating the construction of a unified national blockchain network alongside an integrated computing grid to deepen the convergence of the digital and physical economies.

The official directive, jointly released by the Central Committee of the Communist Party of China and the State Council, outlines 19 key measures spanning technological innovation, industrial modernization, development model transformation, and institutional reform. The comprehensive blueprint serves as a central strategic roadmap to elevate total factor productivity and secure high-quality economic growth.

Under the national framework, Beijing aims to fully unleash the economic value of data as a key factor of production. The guidelines call for establishing robust legal and market mechanisms governing data property rights, market trading, equity distribution, and rights protection. To support this digital transition, the policy explicitly calls for optimizing national data infrastructure, deepening manufacturing digitization, and advancing major national projects including the East-to-West Computing initiative, industrial internet platforms, and a state-level blockchain network.

Beyond digital infrastructure, the document instructs state agencies, research institutions, and enterprise leaders to achieve breakthroughs in core technologies through a state-led innovation system. Strategic emerging industries designated for priority support include next-generation information technology, new materials, intelligent connected new-energy vehicles, biopharmaceuticals, commercial space, low-altitude aviation, and advanced equipment manufacturing.

The directive also outlines forward-looking deployments in frontier fields, instructing federal and local entities to build comprehensive ecosystems around quantum technology, synthetic biology, hydrogen and nuclear fusion energy, brain-computer interfaces, embodied artificial intelligence, and sixth-generation (6G) mobile communications.

To sustain long-term research and development across these high-tech sectors, Beijing is ordering financial and administrative reforms. The policy urges the expansion of "patient capital," angel investments, and venture funds targeting early-stage, hard-tech startups, while directing commercial banks and capital markets to provide specialized credit and bond products. Furthermore, the guidelines call for reforming academic evaluation systems, removing administrative barriers to talent mobility, and establishing an open, secure, and unified national data market.
