The Center is founded by China Mobile Communications Federation, Telecom Institute of the Ministry of Information Industry, China Mobile and China Unicom. Its purpose is to further explore the business potential and social functions of SMS (short message service) applications in China.

The Center will mainly serve business enterprises, helping them build SMS website management systems, analyze root database and operation systems with relevant SMS technologies and formulate standards to avoid poor competitive practices.

Jiang Lintao, chief engineer from the Telecom Institute of the Ministry of Information Industry, will be the first director of the Center, and China Mobile Communications Federation's secretary-general will work as executive director.
