Democratic Taiwan on Friday mentioned it might be part of the U.S. and its allies in imposing sanctions on Russia following its invasion of Ukraine, in a transfer that can disrupt exports of cutting-edge expertise from the world’s greatest contract chip-maker, Taiwan Semiconductor Manufacturing Co.
