Pentagon Directs 30 Universities to Audit Foreign Ties or Risk Funding

The Pentagon has issued a directive to 30 American universities to conduct audits of their financial and research connections with foreign entities. Failure to comply could result in the loss of federal research funding. Under Secretary of War for Research and Engineering, Emil Michael, emphasized the importance of maintaining national security in academic partnerships funded by American taxpayers. The identified schools include prestigious institutions such as Georgetown University, Harvard University, and the University of California campuses.

The audit requirement extends to assessing potential risks related to "sensitive or export-controlled research." Institutions must also develop strategies to address any violations of national security protocols and may need to sever problematic partnerships. The deadline for submitting audit findings to the War Department is set for August 31. Dr. Joseph Jewell, Assistant Secretary of War for Science and Technology, stressed the critical role of universities as partners in Department of War research programs.

The audits are focused on foreign entities listed under Section 1286 of the 2019 National Defense Authorization Act. This list highlights 130 academic and research institutions in China, Russia, and Iran, identified for engaging in activities that could compromise U.S. government-funded research and development efforts. Notably, Harvard University faced scrutiny for its research collaborations with Chinese institutions. The report revealed significant financial ties between Harvard and China, with the university reportedly receiving over $600 million from Chinese sources.

Concerns have been raised about Chinese influence on U.S. academic and research activities. China's utilization of U.S. artificial intelligence data for defense purposes has drawn attention to the vulnerabilities in international research collaborations. Additionally, the decline of China-backed Confucius Institutes in American universities underscores the shift in attitudes towards Beijing-funded educational initiatives. Lawmakers have flagged instances of Chinese Communist Party propaganda dissemination through networks operating in the U.S.

The closures of Confucius Institutes have been attributed to federal funding restrictions and growing government scrutiny. These closures reflect a broader trend of universities distancing themselves from Chinese-funded programs due to national security concerns. The move to audit university ties with foreign entities signals a concerted effort to safeguard American research investments from potential exploitation.

In response to the evolving landscape of international research partnerships, the Pentagon's directive underscores the need for heightened vigilance in academic collaborations. The audits represent a proactive approach to ensuring the integrity and security of research activities at American universities. The outcome of these audits is expected to shape future policies governing foreign research engagements in the academic sector.
