For years, Connecticut teachers have been concerned that students have been distracted by their cell phones during the school day.On Monday, the state House of Representatives voted overwhelmingly for a controversial bill that would enact a “bell to bell, no school grounds policy,’‘  meaning that children could not use their phones during the school day, lawmakers said.
