Leading scientists, government officials, and tech executives converged in the Hunnan District of Shenyang last week for the mid year meeting of China’s national quantum information standardization working group, framing a new industrial blueprint to establish the region as a quantum technology hub.
The gathering was held alongside the Liaoning Quantum Technology Industry Ecosystem Development Seminar, organized by the Hunnan District government. Notable attendees included Lu Jun, an academician at the Chinese Academy of Engineering and chief scientist at China Electronics Technology Group, as well as Jin Li, head of the Liaoning Provincial Department of Science and Technology.
A major focal point of the discussions was the recently established Northeast Asia Quantum Technology Industry Innovation Center, situated within Hunnan Tech City. The innovation hub is designed to serve as the core engine for developing a regional quantum technology ecosystem by advancing standardizations and coordinating research between universities, research institutes, and commercial enterprises.
Speaking at the seminar, Lu highlighted Liaoning’s deep industrial history and manufacturing capabilities, arguing that the province is uniquely positioned to support national strategic goals in quantum technology. He called for utilizing the new innovation center to integrate local research, manufacturing, and talent resources to convert regional industrial advantages into national capabilities.
Hunnan District serves as a primary tech engine for Shenyang, housing over 8,000 technology enterprises, including major regional footprints for Huawei, SAC Commercial Aircraft, SIASUN Robot and Automation, and Neusoft Medical Systems. Local officials pledged to leverage this existing industrial base to provide optimal policy support, capital resources, and talent guarantees to accelerate the commercialization of quantum research.
Representatives from the innovation center outlined plans to prioritize core breakthroughs in quantum materials, specialized hardware components, precision instrumentation, and real world industrial applications. Local authorities confirmed that additional recruitment and incentive policies covering housing, education, and healthcare will be implemented to attract top quantum talent to the region.
