China's Central Cyberspace Affairs Commission has issued the National Informatization Plan for the 15th Five-Year Plan period, outlining strategic digital development priorities through 2030, including the commercial deployment of sixth-generation (6G) telecommunications and the construction of a national blockchain network.
The blueprint sets a target for 2030 to establish a integrated land, sea, air, and space network system. Under the framework, China plans to complete next-generation communications infrastructure, initiate commercial 6G operations at an appropriate time, expand national blockchain networks, and accelerate the development of an artificial intelligence-driven smart internet ecosystem.
The policy framework is structured around 10 primary operational tasks, including building modern information infrastructure, strengthening cyber innovation, fostering industrial ecosystems, and deepening the integration of digital technology with the real economy. Additional focus areas include enhancing digital public services, accelerating green and digital dual transition, and improving regional development coordination.
To drive execution, central regulators established seven major action projects. These initiatives focus on technical breakthroughs in information infrastructure, smart society governance, the overseas expansion of Chinese cyberspace enterprises, and mechanisms to facilitate cross-border data flows.
The Central Cyberspace Affairs Commission will oversee implementation across government departments and regional administration levels, establishing monitoring and evaluation mechanisms to track progress toward China's 2030 digital economy goals.
