China's Ministry of Information Industry (MII) has issued a circular to each of the telecom operators asking them to follow their price commitments to telecom service consumers.

According to the Beijing Communications Bureau, telecom operators in the city have all received MII's "Circular On Carrying Out 'Smooth Network Credit Service' – Special Activity on Regulating Telecom Enterprise's Pricing Behaviors", which stipulates that telecom enterprises must fulfill their public commitment regarding service cost they will receive severe punishments.

The nonstandard behaviors that MII is going to penalize companies for include limiting users of the same category access to telecom enterprises' cost options; not fulfilling pricing policy or making false advertisements; altering service charging patterns; opening telecom services and charging fees without users' confirmation; and other behaviors that violate the relevant telecom service pricing regulations.
